Hokey concept

She's a "juror" for the Enforcers (juror being a rank).  She's actually quite old, especially for a waster, and has seen/experienced some nasty stuff.  Her wings were stripped in an act of mutilation that left her unable to carry children either (you can imagine where mercs would stick a combat knife).  This made her snap in her young age as a tavern wench, and she ended up hunting the guys down and killing them in an old gas station.  When the enforcers came by and saw the carnage, especially how she had hunted *their* targets down before they managed to catch up, she got recruited and has been working for them since.

Because of her work with the enforcers, she's very up front, patient, and dangerous.  Unless she can't get a cigarette when she needs one.  Then everyone is screwed, or at least going to see the business end of a shotgun.

She takes to animals better than other, more sentient beings, and has a trained radscorpion named Pokey she often sics on others.  Imagine a radscorpion using squad tactics.  Surprise!
